OCEANSIDE: O'side looks at options for Goat Hill site

Public invited to discuss land that now holds Center City Golf Course

OCEANSIDE ---- It's a rare commodity in San Diego County ---- 75 acres of publically owned land, adjacent to a major freeway.

For years, the property between Oceanside Boulevard and Mission Avenue has been home to the Center City Golf Course, an 18-hole park that players have nicknamed Goat Hill.

But there may be better uses for the land, say city planners, who have invited the public to talk about what they'd like to see there at 7 p.m. Thursday at the Oceanside Senior Center, 455 Country Club Lane.

Goat Hill has been the subject of much discussion over the years, but it got a boost of publicity in 2007, when the San Diego Chargers talked about using the land for a football stadium. The team eventually scrapped the idea, saying that it wouldn't pencil out.

Recently, city planners hired a consulting firm, Economic Research Associates of Los Angeles, to look into other alternatives.

"There are probably a hundred different ways you could configure that property," Economic Development Director Jane McVey said Wednesday.

Options could include office space, homes or a hotel, she said. Or people may want to keep a golf course there, she added.

The city's lease with the current golf course operators will expire in 2012.

Despite Goat Hill's prime location, the property also has unique constraints, City Planner Peter Katz said.

Noise from the adjacent freeway tends to reverberate, and the views aren't great until you get above ground level, said Katz, who recently took a cherry picker out to the site to study its "view potential."

Changing the use of the property wouldn't be simple, either. The city would probably need to hold a public vote.

Goat Hill was set aside as park land in the early 1970s and city law requires a majority vote of the residents to give it a new designation.

"Because it has to go to vote, any change has got to be pretty compelling," Katz said.

Some limited development may be possible without a public vote, however. In 2006, City Attorney John Mullen told the city council it may be possible to build a hotel on land designated as park land because hotels can count as recreational uses.

I remember when... wrote on Jul 4, 2008 10:01 PM:Marvin Bledsoe took it to court and the court ruled that the city had to treat the initiative they refused to recognize just the same as if it had been passed by the voters and it requires a vote of the people of Oceanside before the land can be used as anything but a public park. The
City Attorney should look at the court records. Mr. Bledsoe did us a real favor by protecting that land and giving us the last word on the use of the land. How did he know that KFC would try to over develop it? Don't know but I am glad he did.

KFC didn't listen and we need to vote Feller out and keep Rocky from getting the mayorship. What a joke those two are pretending to hear what the neighborhoods have to say.

Example: Chamber Funding already approved at Council Meeting last week, now being taken to Redevelopment Advisory Committee but already shows approved by this Committee on the Council Agenda last week. You all can forget about voting on anything. This DEAL IS COOKED! Wonder which Hotel it will be?

Leave It wrote on Jul 5, 2008 10:16 AM:I'd prefer they just leave it what it is, which is an extremely affordable golf course that is within miles of a huge portion city population. The folks running it are doing a great job, and it fills a much needed niche for all those that enjoy golf, but can't afford to pay $50+ to play. Work out the long term lease they are seeking, worst case down the road all this can be revisited.

Have they ever visited the Huntington Gardens, walked the nature trails in Encinitas, looked at the rose gardens in Balboa Park in San Diego, or taken a child to play minature golf??? They should take a trip to Yalta and find out what a resort area looks like. They can also check out La Jolla or Carlsbad. Get out of the cave!!

There was discussion of a park being developed between the apartments on Greenbrier and the driving range. That would be wonderful. Someone said people might get mugged there, so they get mugged anyway with the area just being an eyesore.

We already will have a WalMart Supercenter at El Camino Real and 76, so a Target Supercenter with grocery etc., would be a perfect fit. Round out the property with stores and restaurants, all convenient for Camp Pendleton as well. We could also consider an Indian Casino on this property since they now can locate anywhere. All producing high revenue for the City as well. Let's move on this City Council!! Think of ALL the citizens of this area, not just the NIMBYS who happen to live in a tract near Goat Hill!!

We need to keep this site as a golf course!!!Just because the politicians want to generate more $$$ for themselves and city employee benefits does'nt mean that we the citizens should go along with it. Shopping centers are already on Oceanside blv-they need an up-grade. ANYONE KNOW that VISIONS worked to come up with a beautification project for Oceanside Blv? People worked hard and the city has not followed the plan! Rockey stuck his head in the door while the visions plannners were developing a plan. Politics? Show your face like you care?

The Luiseno Indians could sure use another casino and there's no legal reason why they couldn't build one on the old Goat Hill golf course. None at all. Great idea. We need to approach them about this! Tie that in with a middle sized stadium for sports events. The Native Americans could also add a big casino hotel. Let's get moving on this City Council!!

A deal could be cut with the Indians to get a piece of the action. Aren't there indigenous indians in the area whereby this could work? It would be an ideal location, right along the freeway between LA and San Diego, with the beach nearby. The casino could purchase beachfront property as it grows, and it would be the best thing going, the jewel of the Pacific insofar as casino properties go. And again, it would be a tax dollar cash cow for Oceanside.

The city could rake in some big bucks for a reservation type camping/RV park. It would created jobs for Oceanside too.

Maintenance, accounting , security , park clerks and ranger type guys. I think that would be really cool.

Target wrote on Jul 5, 2008 6:04 PM:Had a visit back east (Houston) for vacation and shopped in a Target Supercenter. Was not impressed. The place was almost empty. The Wal-mart across the street from the Target had all the business!! Is it possible you work for Target?? Indian casino-it would put our little Oceans Eleven Casino out of business-don't want that either.

I've spent my life in North County, and the last twenty years or so in Oceanside.

Here's my biggest issue....is there any neighborhood in Oceanside that does not have houses for sale that are "bank owned" or under the mortgage fiasco sword? How, in the name of sanity, can we first of all consider building new homes when this is the fact?

Besides, what's wrong with keeping it as is? It's a visual pleasure to see the trees and greens along the Oceanside Blvd and I-5 corridors.

I truly do not understand the logic that says build build build build, and ignore the impact on our community and our economy. But then....I only have to run my household in a time of economic uncertainty, not a city. I want to be there at that meeting. I want to hear the pro's and con's of this issue. I want to be involved in my city's future growth.
