VISTA: Eagles Peak loses three more administrators

VISTA ---- Three top administrators at Eagles Peak Charter School lost their jobs this week, marking the latest in a series of leadership changes at the large charter school.

Julie Kimball, the school's chief business officer, Cynthia Arce, its chief education officer, and Diane Seabrook, the director of admission and records, were informed Monday that their contracts wouldn't be renewed for the fiscal year that started Tuesday, said interim Executive Director Art Townley.

The administrators could not be reached for comment Tuesday.

The moves came only two months after the Eagles Peak board of directors fired the school's executive director, Rich Alderson, who had been in his post for less than a year.

Eagles Peak is the largest charter school in North County, with roughly 1,900 students. It caters to parents who primarily home-school or want more involvement in their children's education. Eagles Peak operates learning centers in Vista, Temecula, Tustin and San Juan Capistrano, as well as smaller sites in communities such as Oceanside and San Marcos.

The three administrators were released from their contracts as a way to save money over the next school year, which is shaping up to be a particularly tough one financially, Townley said.

"Our goal is to economize," he said. "We need to put the money where the kids are."

Townley said he has already made plans to have current employees assume the job responsibilities of the three who were let go.

In essence, the move undid changes that Alderson made while he ran the school. Alderson created the chief business officer and director of admission and records positions and also upgraded the chief education officer job, said Townley.

Partly because of those moves, the school's salary expenses increased, said Townley, who also filled in as interim director for several months before Alderson was hired.

"A good number of staff had been hired at the central office since I had left," he said, "but the financial situation was not as good as it was when I left."

The school will save money by replacing the administrators with employees who make less money, Townley said.

The move is just the latest in a series of administrative shakeups that have hit the school over the last couple of years.

More than a year ago, the school went through a high-profile split, which separated it into two organizations, with the executive director and most of the other administrators moving to the newly formed River Springs Charter School based in Riverside County.

Dr. Townley supervised that position during his fist Interim Executive Director. Did he forget? Also, Diane Seabrook is the Director Of Counseling & Guidance. She agreed to take the Interim Director of Admissions & Records when the previous director resigned. She is paid by supplemental counseling funds and a stipend- She receives the lowest amount of money out of the unrestricted budget of any full time staff at the Administrative Office. Check the facts- it's all there. This is retaliation against the former executive director and all the people he hired to get back at him.

Julian Union High School District, please revoke this charter and give the students that attend there a chance for a real education. How about a report on their dismal CELDT test results and sorry CAHSEE pass rate? OR the students they graduated that didn't really meet the requirements? Eagles drop wrote on Jul 2, 2008 8:16 AM:Eagles "Peak" needs to be changed to Eagles "drop." This is such a shame to see any school have such disfunction at their school or district. Eagles Drop needs to ask themselves "What are we talking about here..." I know the answer will be "US!, no not the students our EGO's!"

Great job in keeping the students interest in mind when firing your entire administrative staff without a back up plan. You are a disaster.

Get your act together and fire the entire board. Don't continue making this about you and not the students.

Sympathy wrote on Jul 2, 2008 8:39 AM:My sympathy is with the staff of this school. When Eagles Peak gets shut down, the students will have other schools to return to. However with a lean budget year in California, new jobs are not readily available for their teachers.
I understand that hard choices must sometimes be made in the best interest of students. But how is illiminating vital staff members, to the point where the school cannot properly function, in the best interest of students?

Most are praying that EP folds, so they won't have to endure more of the agony that they have had to endure with constantly changing leadership, and from being under a board that has no term limits and a lot of power without much oversight. Most of the programs can be picked up by other charters. I hope Julian does the right thing here, and revokes, or decides to not renew, the charter.

James Peabody, superintendent of this district and is very concerended and need info from all sources. Keep in mind Temecula has NO site for the 08-08 school year and parents of that program will have to transport to Fallbrok.

I wanted to let you know that to assume something is an awful thing and unless you have worked in the admission and records department then you have no clue what a great asset Diane was to Eagles Peak. I worked daily with Diane and will boldly state that her staff misses her very much And we wish her all the luck in the world.We pray and think of her daily. It was an HONOR to work under such an inspirational woman. I learned daily from her. I feel BLESSED to have meet a person that truly cared about her staff. Diane knew that despite everything this was a battle that needed to be fought for the student. She daily reminded us how rewarding our work was and to never lose sight of that. I consider who ever this is to be a coward to hide behind the name Concerned Community memeber. Please in the future have the courage to stand behind what you post. If you don’t feel that you can defend your statement maybe you would be better off keeping your thoughts to yourself.

This person is someone from with in the school that is clear. I believe that it is extremely wrong to attack a persons charter when you know nothing about the time and effort that person has put into something. Alex You are a wonderful young lady and please try and see past all of this. This is not what I want you to remember about working in a school. I feel that we are setting a horrible example as educators for the youth. Please never loose that drive to stand up what you believe for. Do not let anyone distort your view and respect that you have for your former boss. I am sure that you and Karen are having a hard time. Hang in there you to and remember we are all here for you two. She has absolutely thrived. After listening in on a few board meetings, I have come to realize that they have had to make some very difficult decisions this year. It is hard to predict the outcome, but at least the board is trying! It is my hope and prayer that the difficult decisions they make will keep our wonderful OC program in tact. It is an amazing community of both students and parents!

The admin who did not have their contracts renewed were not a good fit for the Charter. They will find success in a more traditional school, not a Charter. If you don't like the board - apply to be on it. Try to communicate with them. I don't have a lot of patience for people who complain, but do nothing.

The group in there now needs our support, no matter what you think of the contracts.

Are you going to be part of the problem?

What have you done to make the school a better place?

I can offer the experiences I have had with the 3 Admin's, but then it may be hard for them to find work with a homeschool charter after I share the experiences.

Give the board some credit, or get on the board and make things better.

Stop complaining and do something positive rather than tear down the school. If this is not some personal vendetta, then what is it? Do the right thing by our children and help to turn this school around.

We are wondering if the next pay check will arrive, and if it will bring with it the notice of unemployment with no warning. I have zero faith in the board at this point. Julian Union needs to know that we all want to know their decision today, not on the 18th of July. We also wish they would recall the board of directors. They obviously do not know what they are doing. Being a lawyer does not mean that you have any inclination what a school needs. ...

The EP Board has been the problem from the get-go. There was a petition that circulated before the split, demanding the resignation of the board. The stack of signatures was half a ream of paper. The parents and staff made their request, the Board ignored them. But according to Ms. Hooper's statement in this paper, the Julian Board is just being cautious.

And here I naively thought that the school was for educating children. I am obviously mistaken, it is for profit.

They knew about the firings of our top officials prior to their release on 6/30 - and now seem to know that our school will be closing. One can only guess who the mole is - but so far that mole has been 100% accurate. They knew about the February layoffs, and I can only guess that they are correct now. Please Mr. Peabody - pull the plus now - not next week. EPCS employees deserve some dignity.

The way Eagles Peak continues to survive is to get loans every year. When will it end? Even with a loan, Eagles Peak is still out of compliance in major ways! When will those issues be corrected? By going through the procedure to revoke the charter, they are dotting every 'i' and crossing every 't' so that an appeal the San Diego County Office of Education could be denied.

therealBlueFairy wrote on Jul 18, 2008 9:32 AM:I attended the meeting last night. I have to say that I am disappointed that parents did not turn out to speak up for their children. One person got up and spoke on behalf of the children. A JUHSD board member responded to her plea with "you have other options for schools." That was a very uncaring response to make.

JUHSD is concerned with only one thing. The money. You are correct Donna, EP was given yet another extension, even though they have yet to fully comply with the items on the cure and correct. This was addressed in the meeting last night.

JUHSD was unmoved by all of the Brown Act violations and pending lawsuits. Their focus is on how the loans will work, how obligations will be met.

JUHSD has kicked the matter back to Superintendent Peabody, who by the way made the recommendation to go forward with the notice of revocation.

Of course the crowning moment was when Rufino Diaz stood up and said "Mr. Peabody, Shame On You!"

The funding and loans for EP hinges on EP aquiring 3 documents, one each from the state, Julian and SDCOE. If compliance is not reached, then it appears to be unlikely that EP will retain its charter. Without the charter the school will not be allowed to operate.

Being prepared is always a good approach. Look into alternatives for education and employment. Forewarned is forearmed.

They stated thet the school year was a go and that it will begin on September 2, 2008. The funding and all the rest would stay the same as last year.

The vote is for "intent to revoke" EP charter. It will take another 30 days at the least to see if the school actually closes. Don't forget there is an appeals process, in which EP can appeal to the state for emergency operating funds during the appeal.

If you are going to impersonate me, at least get your facts straight. I am displeased when people use my "name."

Also, as an employee that has worked for a very successful charter school (Escondido Charter High School) and a school with multiple problems (financial, compliance, moral, ethics), I've seen both the "good" and the "bad" that the "charter world" has to offer. I agree with Coach completely - "charter schools need to be doing the right thing," said Snyder. "If you are not spending the money right or you are mismanaging funds, you should be closed down." I would further like to add - if you are not in compliance, you should be closed down. Everything that Escondido Charter does is "transparent" and there is nothing to hide. I can't say the same thing of the school where I'm currently employed.

Be very careful "mom" that you are not put in the position of trying to find another school for your student at the last minute.

Not in my book, but they either can not find better jobs, or as I like to think actually care about the kids and the school.
